PURPOSE: A solar energy generating apparatus with a wind power generator for being constructed on the surface of water is provided to reduce the damage due to the generation of typhoon and to generate wind power by using a water tank, in which rainwater stores, and the wind power, which is blew to the solar energy generating apparatus, as efficiently as possible. CONSTITUTION: A solar energy generating apparatus with a wind power generator for being constructed on the surface of water includes a first generation block. The first generation block has numerous solar energy generating blocks in which solar energy generating plate are installed and which are connected with each other. The wind power generation device is installed at the upper side end of support pillar which is fixed at the top of the foundation structure. A rainwater guiding pipe is equipped in the lower side portion of solar energy generation plate(50). The foundation structure consists of the deck of floating ship(46). The foundation structure is connected with a connection ring at the edge of frame block for at least two first generation blocks which are in the section of deck.
