CONSTITUTION: A virtual node arrangement policy management unit(402) determines an arrangement policy for installing a virtual node according to a predetermined arrangement policy between a performance guarantee type and an energy saving type. A virtual node arrangement policy execution unit(403) executes the determined arrangement policy in the virtual node arrangement policy management unit.
