PURPOSE: A parking management system using a portable terminal is provided to determine the parking state of a vehicle, manage a parking lot according to a determined result, and replace many unmanned cameras. CONSTITUTION: A parking management system(100) includes a stop determination module(110), a pulling out determination module(120), a parking lot allocation module(130), and a database(140). The pulling out determination module is installed on a vehicle and determines the pulling out state of the vehicle by obtaining a first signal from a portable terminal when the GPS location information sets in a wireless terminal for the parking location or a destination location of the vehicle deviates based on the GPS location information of the portable terminal. The parking determination module receives a second signal from the portable terminal and determines the parking state of the vehicle when the GPS location information set in the wireless terminal and the portable terminal are same. The parking lot allocation module allocates a parking space to park the vehicle in the parking space.
