PURPOSE: A cooling fan management device and a method thereof are provided to quickly diagnose malfunction due to various causes by defining a malfunction diagnosis mode, related to the control of a cooling fan, in a cooling fan control device and to actively control the operation of the cooling fan according to the malfunction cause. CONSTITUTION: A cooling fan management device for a fuel cell vehicle includes a CAN(Controller Area Network) communication unit(101) connected to a vehicle controller and a network; a DC/DC(Direct Current) converter which DC/DC-converts a high voltage, which is provided to a stack or a battery, into a low voltage, which is needed in an electric field and a processor, and provides driving power to a DC/DC convertor(102); an inverter(104) which drives a motor by converting the DC high voltage supplied in the stack or battery into a three-phase AC(Alternating Voltage) voltage, a hole sensor(106) detecting the rotation speed of the motor; and a control unit(103) which drives the motor by controlling the inverter according to the cooling fan operation command of the vehicle controller, provides the operation result of the cooling fan to the vehicle controller through the CAN communication unit, and diagnoses malfunction during the control of the cooling fan, extracts the specific code for the malfunction cause, sends and outputs the specific code to the vehicle controller through a display unit(105).
