<P>PROBLEM TO BE SOLVED: To provide a radio controller that is able to determine adequate handover depending on a combination of a serving cell and an adjacent cell and that can reduce the number of signals in a radio section. <P>SOLUTION: A radio controller receives from a mobile station a measurement report indicating first quality which is the quality of a radio wave received by the mobile station from a serving base station which the mobile station is currently communicating with, and second quality which is the quality of a radio wave received by the mobile station from an adjacent base station in the vicinity of the serving base station. The radio controller corrects the first quality or second quality by an offset value set for a combination of the serving cell of the serving base station and the adjacent cell of the adjacent base station. The radio controller determines whether or not the mobile station should be handed over from the serving base station to the adjacent base station on the basis of comparison of the uncorrected first quality and the corrected second quality or comparison of the corrected first quality and the uncorrected second quality. <P>COPYRIGHT: (C)2013,JPO&INPIT |
