<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device that stably synthesizes ammonia regardless of the operational status of an internal combustion engine, and reduces and purifies NOx while using the synthesized ammonia as a reducing agent. <P>SOLUTION: An ammonia synthesizer 11 includes: a cylindrical container 21; columnar mesoporous silica 22 which is provided in the container 21 and made of silicon oxide and in which pores at a level of several nm are regularly arrayed; a nitrogen-cross-linked dinuclear molybdenum complex and nitrogenase (nitrogenase 24) that contain Fe<SB POS="POST">7</SB>MoS<SB POS="POST">9</SB>X (X=N, O, C) and are carried inside the pores 23 of the mesoporous silica 22; a bulb 25 being a radiation member that radiates visible light onto the inner peripheral surface 21a of the container 21; and a power source 26 for the bulb 25.
