<P>PROBLEM TO BE SOLVED: To provide a heat pump water heater configured to prevent, even if a concentration of a scale component in water flowing in a container of an electrolyzer varies, resulting decrease in efficiency of electrolysis or increase in power consumption. <P>SOLUTION: A plurality of electrodes include a plurality of first electrode plates 51 functioning as one of a cathode and an anode, and a plurality of second electrode plates 52 functioning as the other one of a cathode and an anode, and constitute a plurality of electrode pairs 49 by alternately arranging the first electrode plates 51 and the second electrode plates 52 from a region of a water inlet 43 side toward a region of a water outlet 45 side and in a thickness direction of the electrode plates in the container 47.
