PROBLEM TO BE SOLVED: To solve a problem where parallel motion compensation prediction has been impossible in a case where a plurality of adjacent prediction blocks are subjected to motion compensation prediction collectively.

SOLUTION: A prediction vector candidate list creating section 130 derives a prediction vector candidate from the motion vectors of a plurality of encoded blocks adjacent to the prediction block to be encoded, excepting the identical encoding block candidate belonging to the encoding block identical with the prediction block to be encoded, and creates a prediction vector candidate list. When an identical encoding block candidate is detected, an alternative prediction vector candidate supplement section 155 adds, to a vector candidate list, a prediction vector candidate derived from the motion vector of an encoded predetermined adjacent block adjacent to a prediction block different from the prediction block to be encoded within the encoding block as an alternative prediction vector substituting for a prediction vector candidate derived from the motion vector of the identical encoding block candidate.
