<P>PROBLEM TO BE SOLVED: To prevent an occurrence of a time lag in a fouling detection when detecting fouling attached to the external surface of a detector by a temperature change of the interior of the detector caused by energization to a heating unit. <P>SOLUTION: A fouling detecting sensor 1 is configured to immerse a detector K, formed by filling a metal tube 10 in which a heating unit 11 and a temperature detecting element 12 are inserted with high thermal-conductivity filler 13, in investigation water of fouling, and to detect the fouling attached to an external surface K1 of the detector K by a temperature change of the interior of the detector K caused by energization to the heating unit 11. The external surface of the metal tube 10 is covered with scale G, such that the external surface K1 of the detector K is formed of the surface of the scale G.
