<p>PURPOSE: An RPF(refuse plastic fuel) manufacturing system capable of excluding separate moist defogger and a manufacturing method thereof are provided to enhance use efficiency by removing metal foreign substance. CONSTITUTION: An RPF(refuse plastic fuel) manufacturing system comprises a crusher(11), a wind-power sorter(13), a grinder(15), a complex separator(16), and a forming machine(19). The crusher primarily cuts the provided raw material. The wind-power sorter sorts the raw material by the specific gravity by using wind. The grinder secondarily cuts the raw material selected by the wind-power sorter. The complex separator isolates metal foreign material from foreign material having high specific gravity and removes the same.
