<P>PROBLEM TO BE SOLVED: To easily provide a charging member in which a discharging surface of the charging member does not deteriorate even if it is used for a long period of time, and which maintains stable charging properties. <P>SOLUTION: In a charging member, a conductive support, and a conductive base layer 2 provided on the outer periphery of the conductive support are included, and the conductive base layer 2 has, on its surface, insulating projections 3 derived from particles.
