The invention provides a paper sheet management device and a paper sheet management method, capable counting the collected paper sheets of each collecting basin in which paper sheets are collected according to classes without counting the special collecting basin. The device is configured to have the collecting basins (4a-4d) including an upper section collecting part (45) and a lower section collecting part (46); the upper section collecting part (45) and the lower section collecting part (46) respectively have an independent access mechanism (47, 48) from which the paper sheets input and output. After the paper sheets collected by any one of the upper section collecting part (45) and the lower section collecting part (46) of the collecting basins (4a-4d) are temporarily maintained in a retaining part, the transported paper sheets are counted by a primary control part (111) when the temporarily maintained paper sheets are transported to the other. |
