<P>PROBLEM TO BE SOLVED: To prevent the erroneous diagnosis of cross leakage caused by liquid water in a stack. <P>SOLUTION: In a fuel cell system, a fuel cell stack 1 consisting of a plurality of fuel cells laminated one on another is included, each cell having an oxygen electrode on one side and a fuel electrode on the other side of an electrolyte layer, the oxygen and the fuel electrode being supplied with oxidant and fuel gases respectively to generate electricity. The fuel cell system includes voltage detection means 17 which detects the voltage of each fuel cell or the voltage of a fuel cell group consisting of the plurality of fuel cells. The fuel cell system further includes cross leakage diagnosis means 40 which diagnoses the cross leakage of the electrolyte layer on the basis of the voltage of each fuel cell or the voltage of the fuel cell group after the supply of reaction gases is stopped, and liquid water presence determination means 40 which determines the presence of liquid water in the fuel cell.
