<p>PURPOSE: A communication system for operation is provided to enable an operator to randomly set detection time for operating a battery failure safe time according to the user environment of a battery in a controlled communication device. CONSTITUTION: A controlled side reception unit(22) receives a signal including a detection time reference value for operating a battery failure safe function. A controlled side memory unit(21) memorizes the detection time reference value. A controlled side control unit(20) compares power with power reference values. When the power is lower than the power reference value, the controlled side control unit outputs a failure safe signal to an operation control device.
