PURPOSE: A battery pack control device for estimating an initial SOC(State Of Charge) and an energy storage system thereof are provided to accurately measure an initial SOC by considering the state of a battery. CONSTITUTION: A battery pack control device includes an OCV(Open Circuit Voltage) calculation unit(250) which receives an OCV measured value of each of multiple battery cells from each battery tray, and calculates a final OCV of the multiple battery cells according to the measured value; and an SOC(State Of Charge) estimation unit which extracts an SOC value corresponding to the final OCV from an SOC table, and estimates the extracted SOC as an initial SOC.
