According to the present invention, a cost can be saved by using the position tracking apparatus in the conventional art in analyzing a propensity of a vehicle driver and further, safe driving can be performed by finding inappropriate habitual behavior of the driver and dangerous factors by analyzing the propensity of the driver in various viewpoints by transmitting to a server, event information regarding abrupt acceleration, abrupt deceleration, sudden turning, or speeding which is generated to reduce a cost, for example, of a vehicle accident processing and a driver insurance premium increasing caused by a vehicle accident. Further, a driver propensity analysis apparatus including a GPS receiver, a motion sensor, an analyzer, a first communication device and a server as components and a driver propensity analysis method using the apparatus so that when a driving propensity of the same pattern is generated while the driver drives the vehicle at any time and in any area, problems of a road condition and a traffic sign system causing the driving propensity can be determined and furthermore, the insurance premium can be calculated more objectively by analyzing the driving propensity of the driver in an insurance company.
