PURPOSE: A parking slot management apparatus and a method are provided to be applied to both indoor and outdoor parking space, and are provided to efficiently manage a plurality of parking slot regardless of the environment change. CONSTITUTION: A parking slot management apparatus(100a) comprises a distance measurement sensor(110a), an initial data generator(130a), and a state change determining unit(140a). The distance measurement sensor scans the plane of at least one parking slot which is prepared in the parking space and generates the distance measurement information which includes a distance value to the surface and a scanning angle. The initial data generator scans the parking space where a vehicle is not parked and generates the initial slot profile information by using the generated distance measurement information. The state change determining unit scans the parking space after the completion of generating the initial slot profile information, compares the generated distance measurement information with the initial slot profile information, and determines the parking status of at least one parking slot.
