PURPOSE: A system and a method for maintaining application identification information in a handover process are provided to operate a default bearer in an unauthorized mode and to operate a bearer which provides a voice server in an authorized mode. CONSTITUTION: A processor module(281) determines a scheduling parameter based on characteristics of an application related to a data packet in a data queue. The processor module schedules the data packet from the data queue in order to transmit the data packet from a wireless access node by considering the scheduling parameter. The processor module determines whether a first user device is transferred to a second wireless access node. The processor module transmits information for the characteristic of the application related to the first set of the data packet to the second wireless access node.
