PURPOSE: Image decoding device and method using a preset encoding unit are provided to simplify an overall device and to implement image decoding accuracy improvement. CONSTITUTION: When information of a block to be decoded cannot be used, pixel values located in a left upper side of the block to be decoded to a right lower side based on pixel values of pixels located in a boundary of blocks neighboring the block to be decoded are linearly interpolated. Pixel values of the rest pixels of the block to be decoded based on the pixel values of the interpolated pixels are determined.
