PROBLEM TO BE SOLVED: To reduce memory capacity of line memory used in loop filter processing.

SOLUTION: A filter computation unit 264 performs a filter computation using a coefficient set and image data of a tap constructed with respect to a filter processed pixel of an image generated by decoding processing. A filter control unit 269 distinguishes between tap positions within a block and, when the tap position is a position within a predetermined range from a lower block boundary, coefficient set alteration or image data replacement of the tap within the predetermined range is performed in a manner so as to perform filter computation without using image data within the predetermined range.
