PROBLEM TO BE SOLVED: To realize efficient encoding/decoding processing utilizing properties of PU partition types belonging to the same PU partition type group.

SOLUTION: A moving image decoding device 1 comprises a variable table adaptation unit 1015 that, when a rectangular PU partition type belonging to a PU group has been restored with respect to a target CU, performs adaptive processing so that a code shorter than before decoding is decoded for each rectangular PU partition type belonging to the PU group.
