PURPOSE: An arsenic extraction in tailing-soil, tailing-soil restoration method and apparatus are provided to simply restore tailing-soil by mixing acid processed tailing and alkali processed tailing-soil without a separate chemical for neutralization. CONSTITUTION: An arsenic extraction in tailing-soil and a tailing-soil restoration method include the following steps. A step(S101) of mixing tailing and soil including arsenic with an acid aqueous solution and an alkali aqueous solution; a step(S102) of extracting arsenic by stirring the acid aqueous solution and the alkali aqueous solution, respectively; a step(S103) of separating the acid processed tailing-soil from the acid aqueous solution, the alkali processed tailing-soil from the alkali aqueous solution after solid-liquid separating the tailing-soil-mixed acid aqueous solution and the tailing-soil-mixed alkali aqueous solution; and a state(S104) of neutralizing the tailing-soil after mixing the acid processed tailing-soil and the alkali processed tailing-soil. The mixed ratio of the tailing-soil and the acid aqueous solution or the tailing soil and the alkali aqueous solution are the same. The acid processed tailing-soil and the alkali processed tailing-soil are mixed by 1:1.
