PROBLEM TO BE SOLVED: To provide a technology of measuring the quantity of electricity of a signal to be measured having asymmetric positive and negative waveforms.

SOLUTION: A measurement device 10 includes: a sampling circuit 12 for sampling the instantaneous value data on a signal to be measured; an A/D conversion circuit 13 for converting the instantaneous value data sampled by the sampling circuit 12 into digital data; and an arithmetic circuit 14 for calculating one cycle average value of the signal to be measured for each cycle, and for determining the intersection of the calculated one cycle average value and the instantaneous value data as the rise of the waveform of the signal to be measured.
