PROBLEM TO BE SOLVED: To provide a softener-containing polyethylene naphthalate film with which an insulating film with metal foil with high peel strength of the insulating film and the metal foil can be obtained.

SOLUTION: The softener-containing polyethylene naphthalate film 31 has a polyethylene naphthalate film 2 that is an insulating film, and a softener contained in the polyethylene naphthalate film 2 on a first main surface 2a side of the polyethylene naphthalate film 2.
