PROBLEM TO BE SOLVED: To solve a problem in which: when a toner image on a recording medium is heated and compressed while being tightly adhered to a smooth surface, the entire surface of the toner image is made smooth and uniform glossiness is generated, which makes it impossible to obtain an image having a large difference in glossiness in a single image.

SOLUTION: A glossiness generating device 20 heats a toner image to a temperature that is equal to or more than a temperature at which smoothness of a first toner image changes and lower than a temperature at which smoothness of a second toner image changes when being compressed with a predetermined surface, and compresses the heated toner image with the predetermined surface. Accordingly, the smoothness of the first toner image can be selectively changed, and thereby an image having a large difference in glossiness can be obtained in a single image.
