PURPOSE: A user based personal service providing system, a server, a terminal device, and a method thereof are provided to transmit a user profile to a server by constructing the user profile. CONSTITUTION: A personal service client(100) collects the personal information of a user. The personal service client generates a user profile by anonymizing the personal information according to a set privacy policy. The personal service client transmits the generated user profile with a personal service request message to a communication network. When the personal service request message is received, a personal service server(200) recommends a personal service corresponding to the user profile.
