PURPOSE: Transparent conductive basic material is provided to produce a product with excellent visibility and high breaking strength while covering pattern shape of transparent conductive layers. CONSTITUTION: A transparent conductive basic material comprises a transparent basic material (100), the first thin film layer (200), the second thin film layer (300), a transparent conductive layer (400). The transparent basic material (100) is composed of a glass, a chemically reinforced glass or PET[Polyethylene Terephthalate film and functions as a basic circuit board. The first thin film (200) is formed on the transparent basic material and has 1.6-1.7 of refractive index. The second thin layer (300) is formed on the first thin layer (200) and has 1.4-1.5 of refractive index. The transparent layer (400) is formed on the second thin film layer (300) and has 1.8-2.0 of refractive index with a pattern section (410) on which a transparent material is coated and a non pattern section (420) on which a transparent material is not coated.
