A former shoulder (15) having an external former surface (16) to which strip film material is delivered to be formed into a tubular configuration to receive a product comprises a sleeve (47) enclosing a generally upwardly extending passage (18). The lower edge 41 of the sleeve 47 lies above a lower extremity 39 of an aperture forming the passage 18, such that the surface area of the sleeve 47 is smaller than if the sleeve 47 extended below the aperture.
