PURPOSE: An LED lamp device applied with a power factor correction and current control actuation circuit is provided to prevent flickering by outputting constant output current for operating LEDs. CONSTITUTION: A switching actuation unit(30) is connected through a switch to a designated phase section of rectifying voltage. A current stabilizing unit(20) limits inrush current which is generated according to a switching connection state of the switching actuation unit. The current stabilizing unit stabilizes the current of the switching actuation unit. An LED drive current output unit(40) rectifies the current which is generated from the switching actuation unit. The LED drive current output unit outputs the rectified current.
