PURPOSE: A device for performing a voice call in a portable terminal and a method thereof are provided to perform the voice call by using a second generation mobile communication system, thereby reducing the amount of battery consumption of the portable terminal. CONSTITUTION: When an RF(Radio Frequency) unit(211) transmits or receives a request signal for a voice call, a control unit(201) measures intensity of first electric field of a first base station, which is connected to a portable terminal, and intensity of second electric field of a second base station which is located in surroundings of the portable terminal. When the intensity of the second electric field exceeds the intensity of the first electric field, the control unit performs the voice call through the second base station. The first base station supports a third generation mobile communication system. The second base station supports a second generation mobile communication system.
