A counter measure cartridge packing device 1 comprises a first body member 2 and a second body member 3 disposed to cooperate in such a way that, in use, a surface of the first body member 2 cooperates with a surface of the second body member 3 to provide a cam means. Rotation of the first member 2 relative to the second member 2 drives the cam means, to displace the second body member 3 to fill at least partially a void between an adjacent end of the cartridge and a pellet payload carried by the cartridge.
