PURPOSE: A cyclic olefin copolymer is provided to control flexibility and to have a low thermal expansion coefficient, by controlling carbon number of a hydroxy group-containing alkyl group and having a structure with a long branch with flexibility. CONSTITUTION: A cyclic olefin copolymer includes a cyclic olefin unit represented by chemical formula 1, a hydroxyl group-containing cyclic olefin unit represented by chemical formula 2, and a carboxyl metal salt group-containing cyclic olefin unit represented by chemical formula 4. In chemical formula 1, R is C1-20 alkyl. In chemical formula 2, X is a hydroxyl group-containing C1-C20 alkyl. In chemical formula 4, Y is one or more metal ions selected from alkali metal, alkali earth metal, and transition metal. A flexible substrate is processed by a melt extruding method or a solvent casting method using the cyclic olefin copolymer.
