PURPOSE: A handover method of a terminal and a system thereof are provided to prevent the stability degradation of a communication network and the transmission rate and quality of a base station service by adaptively controlling a handover between base stations. CONSTITUTION: A traffic managing unit(420) requests the adjustment of a handover threshold value for a terminal according to a traffic state of a base station through parameters for a handover in a first storage unit(410). If the adjustment of the handover threshold value is requested from the traffic management unit, a first handover managing unit(430) broadcasts the adjustment of the handover threshold value to one or more terminals which receive a service from the base station.
