PURPOSE: A cosmetic composition containing octanohydroxamic acid is provided to ensure skin moisturizing and whitening effects, and to be used as various cosmetic ingredients. CONSTITUTION: A cosmetic composition contains 0.01-10 wt% of octanohydroxamic acid. The cosmetic composition further contains one or more selected from the group consisting of a moisturizing agent, vitamin, a UV protection agent, a vegetable-extracted ingredient, an antioxidant, a whitening functional ingredient, an anti-wrinkling ingredient, a peptide, EGF(Epidermal Growth Factor), and a stem cell culture medium. The cosmetic composition also contains vegetable oil, wax esters, hydrocarbons, higher fatty acids, higher fatty alcohols, esters, silicon, a surfactant, a sequestering agent, a coloring agent, a perfume, and water.
