PROBLEM TO BE SOLVED: To prevent deterioration of quality of images by forming a more stable toner layer.

SOLUTION: A developing device comprises: a rotating developer carrier 201; a developer charging member 204 that charges developer 208 to have a predetermined polarity, and causes the developer to be adsorbed on the surface of the developer carrier; and a layer thickness regulating member 203 that regulates the thickness of the developer adsorbed on the surface of the developer carrier. One of the developer carrier and the developer charging member has conductivity, and the other has a conductive core 205 and an insulating film 206 that covers the core; and the developer charging member is provided upstream the layer thickness regulating member in the direction of rotation of the developer carrier.
