<P>PROBLEM TO BE SOLVED: To provide a method for relieving network congestion according to a communication environment when communication trigger information is distributed to communication devices in group units, thereby reducing processing load of the communication devices. <P>SOLUTION: A mobile management facility device receives a broadcast distribution request (S31), searches for terminal identifiers of communication devices by using a position information database (S32), and classifies a plurality of the communication devices into a subgroup according to the maximum assignable number in a position range by using a policy information storage unit (S33). From the terminal identifiers belonging to the subgroup, it generates a subgroup identifier (S34), and then distributes the communication trigger information including the subgroup identifier by broadcast (S35). The communication devices compare the subgroup identifier and their own terminal identifiers to determine whether the communication trigger information applies to the communication devices themselves (S36), and, when found true, establish a communication link to a base station (S37). <P>COPYRIGHT: (C)2013,JPO&INPIT |
