PROBLEM TO BE SOLVED: To solve the problem that it is not considered to transmit video information reduced in deterioration in picture quality that a user feels in any prior-art document.

SOLUTION: A video transmitting device which transmits video information to a video receiving device includes a compressing section which compresses the video information and a transmitting section which transmits the video information compressed by the compressing section, and is characterized in controlling the compressing section and transmitting section based upon a display state of the video information at the video receiving device.
