<P>PROBLEM TO BE SOLVED: To provide an actuator having a spring property and air property, and to provide a jumping device using the actuator for jumping a heavy load while controlling a timing, height, and direction of the jump. <P>SOLUTION: A pneumatic pressure artificial rubber muscle 1a including a hollow rubber material 3 with fibers arranged between supporting ends 2, 2 is used as the actuator. The hollow rubber material 3 is elongated by applying tension to the hollow rubber material 3 after or while supplying compressed air thereinto, and the applied tension is removed therefrom in the elongated state to generate instantaneous power. The jumping device 10 includes the pneumatic pressure artificial rubber muscle 1a as the actuator, another pneumatic pressure artificial rubber muscle 1b, an upper thigh member 13, a lower thigh member 16, and a leg part 18. The pneumatic pressure artificial rubber muscle 1a constitutes an upper thigh part 12 together with the upper thigh member 13. The other pneumatic pressure artificial rubber muscle 1b constitutes a lower thigh part 15 together with the lower thigh member 16.
