<P>PROBLEM TO BE SOLVED: To be able to effectively suppress deterioration of an electrolyte membrane and the like with a simple configuration, by setting an average value of a potential gradient generated in the electrolyte membrane to a specified value or less. <P>SOLUTION: An electrolyte membrane/electrode structure 10 is provided, on both sides of a solid polymer electrolyte membrane 18, with an anode electrode 20 and a cathode electrode 22, respectively. An outer peripheral end of the cathode electrode 22 projects to the outside from an outer peripheral end of the anode electrode 20, and a resin frame member 24 is provided around the outer periphery of the solid polymer electrolyte membrane 18. An outer peripheral end 22ae of an electrode catalyst layer 22a of the cathode electrode 22 projects to the outside from the outer peripheral end 22ae of the electrode catalyst layer 20a of the anode electrode 20 by a distance L.
