PROBLEM TO BE SOLVED: To provide a heat control device of simple and compact configuration without needing to provide a cooling device or the like separately from a heat insulating material, and a heat control method.

SOLUTION: A heat control device includes a heat insulating material provided around a heat control object and having a continuous void, and a heat insulating material thickness changing means for changing thickness of the heat insulating material to change a thermal resistance of the heat insulating material.
