<P>PROBLEM TO BE SOLVED: To allow a pedestrian, etc. to easily recognize approach of a vehicle body even if sound pressure is not increased. <P>SOLUTION: This artificial sound output device includes an input acceptance means 2 for accepting an input of a sound wave, an amplitude envelope calculation means 3 for calculating amplitude envelope of the accepted sound wave, a basic period calculation means 4 for performing frequency analysis of the amplitude envelope and determining a basic period from a reciprocal of the frequency having the largest spectrum, and an utterance time extraction means 5 for calculating time having the largest amplitude, as utterance time using the basic period. An amplitude deviation amount is extracted from a sound pressure level at the utterance time, and emphasis processing is performed in a state in which deviation tendency in time series is held as to the extracted amplitude deviation amount.
