PURPOSE: A service purpose interpretation device for purpose based semantic service discovery and a method thereof is provided to easily perform semantic annotation for services by interpreting various types of a service description unit in an adaptive interpretation method. CONSTITUTION: A purpose interpretation unit(110) of an adaptive service purpose interpretation device(100) interprets one or more services or applications. A purpose registration unit(120) registers the interpreted purpose in a service registry(200). A purpose interpretation unit(310) of a purpose-based semantic service discovery device(300) interprets purpose of the user based on a query input content of the user. A service discovery unit(320) searches services which satisfy the interpreted purpose from the service registry.
