<P>PROBLEM TO BE SOLVED: To dispose an existing huge amount of soil and radioactive waste contaminated by radioactive substances in a state that radiation is sealed and structure a social resource by using it. <P>SOLUTION: A contaminated soil molded block 1 made by adding a solidifying material into soil contaminated by radioactive substances, sludge after sewage treatment including radioactive substances or waste-incinerated ash including radioactive substances and molding it into a block, or a contaminated soil contained block made by containing and sealing the soil, sludge or incinerated ash in a concrete box body is prepared. The contaminated soil molded block whose outer periphery surface is coated by a radiation shield sheet 2 including a metallic layer having a radiation shielding property or the contaminated soil contained block is plurally arranged on the ground. After piling up multiple layers of the blocks, they are covered with earth 39 and compacted so as to form a dam body 1 or a banking.
