<P>PROBLEM TO BE SOLVED: To provide an exhaust emission purifying apparatus of internal combustion engine capable of inhibiting deterioration of fuel consumption, while securing NOx purifying performance at engine startup. <P>SOLUTION: In an engine 1, there are provided a NOx purifying catalyst 41 that purifies NOx by supply of a reduction agent, and a urea addition valve 230 that injects urea water into an exhaust passage 26.
