<P>PROBLEM TO BE SOLVED: To provide a structure which reduces a drag coefficient of an airfoil section. <P>SOLUTION: An apparatus for applying a texture on a surface of the airfoil section 201 includes an approximately cylindrical drum 100 having: a first drum end part and a second opposite drum end part which define a drum length 110 therebetween; a longitudinal axial line passing through and extending from the first drum end part to the second drum end part; and a circumferential surface 102 arranged along the drum length 110. The circumferential surface 102 includes: a base surface on which a plurality of depressed grooves 104 are extended; and an index line which extends from the first end part to the second end part and is approximately parallel to the longitudinal axial line. Each of the plurality of grooves 104 includes a first groove end part and a second groove end part.
