<P>PROBLEM TO BE SOLVED: To solve the problem that an assisting tool is necessary, and the time and cost are needed since it is difficult to lay up a complex ply having a complicated three-dimensional structural shape, by providing a system and a device capable of making the assistance of the tool unnecessary and decreasing the work amount. <P>SOLUTION: The method of forming a preform contains a step of providing a layer of a fibrous substance containing a structural fiber and a resin and having increased adhesive force. The layer is passed through a forming die set having a die cross-sectional shape. The thermoplastic resin is heated. The layer is formed into the die cross-sectional shape.
