PROBLEM TO BE SOLVED: To solve problems in the permanent-wave treatment including, for example, variability of permanent wave-setting, hair damage given, and undesirous finishing since the nature of hair varies depending on the person and the permanent-wave treatment is given depending on a hairdresser's intuition and experience in need of accurate measurement of the hair size, elasticity and the like and appropriate selection of agents to be used, winding of the hair around rods by winding strength and the like in accordance with these measurements to give a permanent-wave treatment to the hair.

SOLUTION: The permanent-wave treatment method comprises measuring the hair thickness and elasticity and thereafter preparing the selection of agents to be used and winding strength for winding the hair around rods on the basis of data material collected by a rule of thumb to give an optimum permanent-wave to the hair.
