<P>PROBLEM TO BE SOLVED: To dynamically vary priority orders of a plurality of request devices, to improve processing efficiency, and to flexibly cope with the case when the total number of the plurality of request devices is changed. <P>SOLUTION: Arbitration request signals REQ are inputted to respective arbitration blocks, and the respective arbitration blocks output arbitration results and priority signals to an arbitration result determination circuit. A first arbitration block 300 further receives input of a priority order pattern P0 and outputs a first arbitration result P1 and a first mask signals M1 to a second arbitration block 400. The second arbitration block 400 further receives input of the first arbitration result P1 and outputs a second arbitration result P2 and a second mask signal M2 to a third arbitration block 500. The third arbitration block 500 further receives input of the second arbitration result P2.
