<P>PROBLEM TO BE SOLVED: To avoid the risk of oil leakage into a vessel by electrically driving a steering device instead of hydraulic driving, to simplify the structure of an upper portion of a rudder shaft, to reduce cost and to facilitate maintenance inspection. <P>SOLUTION: An arm 18 including arm portions 18a, 18b projected in two different directions is provided on the rudder shaft 12. Movable pulley groups 38 and 40 including four movable pulleys rotatably and loosely fitted to fixed shafts 20a, 20b are provided at distal ends of the arm portions 18a, 18b. Fixed pulley groups 44, 48 including three fixed pulleys are provided to face the movable pulley groups 38 and 40, and a steel wire is alternately wound around the movable pulleys and the fixed pulleys. The steel wire is run by a drum 26 provided with an output shaft 24a of an electric motor 24 to rotate the arm 18.
