<P>PROBLEM TO BE SOLVED: To calculate a degree of similarity with high accuracy, taking into account a control plan. <P>SOLUTION: A calculation device 10 draws up a first control plan for each of a plurality of longitudinal data and draws up a second control plan for a combination of the plurality of longitudinal data. For each of the plurality of longitudinal data, the calculation device 10 calculates a first evaluation value when the created first control plan is executed. For each of the plurality of longitudinal data, the calculation device 10 calculates a second evaluation value when the created second control plan is executed.
